Insurance Europe backs EU goals to strengthen digital infrastructure & AI adoption



Insurance Europe has backed the EU’s ambition to strengthen digital infrastructure and AI adoption but stresses that the success of the Cloud and AI Development Act depends on taking an open, investment-led approach and avoiding restrictions on access to trusted global technology providers.

Insurance Europe logoThe organisation responded to a European Commission consultation on the upcoming Cloud and AI Development Act, supporting the aim to enhance digital infrastructure and AI adoption across Europe—essential to meeting the needs of businesses and public services while improving competitiveness.

However, Insurance Europe emphasised that success will require a pragmatic, investment-driven, and open approach that does not limit access to global technologies currently relied upon by insurers and other businesses.

Arthur Hilliard, Senior Policy Advisor at Insurance Europe, said, “We fully support the EU’s goal of strengthening its digital foundations.

“But to be effective, this must start with building capacity and fostering innovation in Europe – not limiting EU companies in their choice of, or access to, existing, trusted global providers.”

Insurance Europe noted that enhancing European sovereignty should come through investment in infrastructure, computing capacity, and R&D. It also highlighted that insurers still need global providers, as no EU-based cloud services currently match their scale, performance, or security.

Moreover, Insurance Europe said that protectionist agendas won’t work, as restrictions could limit access to best-in-class technology, creating legal uncertainty, and harming innovation and European competitiveness.
