The UK P&I Club, a provider of protection and indemnity insurance to the global shipping industry, has announced the appointment of Richard Offord as Chief Executive of its Singapore Branch, effective 1 December 2024.
Offord succeeds Yiah Soon Ng (YS), who is retiring after more than 27 years of leadership at the Singapore office.
He transitions to the Singapore Branch from his previous role in London and will report to Andrew Jones, the Club’s Regional Director for Asia.
Offord said: “I am pleased to be joining the Singapore team during a period of significant growth and expansion within the Asia Pacific region. Singapore is not only a dynamic market in its own right but plays a significant role as an important trading hub for South-East Asia.
“I look forward to continuing to build on YS’ fantastic work to strengthen the Club’s services and grow our Membership within the region.”
Having joined Thomas Miller in 1997, Offord has extensive experience, most recently serving as Claims Director.
In this role, he specialised in ICA claims and Charterers’ cover, advising Members on a wide range of contracts, including COUs and compliance with IMO 2020 regulations.
The Asia-Pacific region is a critical area for the UK P&I Club, now accounting for nearly half of its entered tonnage.
Singapore, as a key global transport and logistics hub, is a vital market for the Club’s growth strategy. Reflecting this importance, the Singapore office has recently expanded its capabilities to include underwriting services, supporting the evolving marine insurance market in the region.
YS joined Thomas Miller Pty Ltd in 1997 as Claims Manager for both the TT Club and the UK P&I Club’s Singapore Branch.
He was appointed Chief Executive of the Singapore Branch in 2009 and, in 2017, also took on the role of Chief Executive for the TT Club’s Singapore Branch. Since 2009, YS has additionally served as General Manager of the Thomas Miller Singapore office.
The UK P&I Club extends its gratitude to YS for his decades of dedicated service and leadership, and welcomes Richard Offord to his new role in Singapore.
